I need a journal paper published for my Ph.D. graduation i.e. within 2 months. My paper is about data center profit maximization in smart grids using an evolutionary approach. The paper is fully ready and has been through the review process at another journal but was not accepted.
Paper Keywords -- Datacenter, Resource allocation, Evolutionary algorithms, Constrained optimization, Smart grid, Renewable energy.
Also, an open-access journal is not an option for me at this stage. I would appreciate your kind guidance.
I considered IEEE Transactions on sustainable computing, IEEE transactions on industrial informatics, and IEEE transactions on cloud computing but all these journal has extended review period. One of my papers is under review for the last year at IEEE Transactions on sustainable computing.

One more suggestions, better write to Editor-in-chief of the respective journal and make a request for fast review and acceptance
