I have to write a paper with 8 pages. And I have so many graphs and results, I don't know which to use and there is so many things to bring in introduction and since I don't have any background of writing and publishing scientific paper, I don't know what to do with all this.

Farhad mentioned the straightforward way to get a publication done. Step 2 may be the most difficult to approach. Whom can you trust? The traditional process is to follow the peer review process and let peers decide on the quality of your work. It's not over with their feedback, though. You have another chance to improve your paper and send it in again. The author of Harry Potter, J K Rowlings, has sent her first manuscript to more than 20 publishing companies - all refusing to publish. Now each of them has kicked oneself. So, the lesson is never give up to get published the paper you believe in.

First decide your title and search for the most relevant literature: you should have at least 15 original papers related to your topic before starting to write. Some papers are not open access, still you acquire abstracts of such studies that may be important for discussion.

With this literature try to prepare the first draft of the paper

I am a bit puzzled - is the 8 page limitation a specific journal's requirement?

Is you paper an invited one, or are you submitting it to a specific journal to be peer reviewed?

I am asking the 2nd question because you have identified a specific journal you want to publish in, and its not an invited paper, one of the first 'tricks' to help you get published is to carefully review other papers with similar topics to the one you have written that have been accepted/published by that journal. Look at how the articles are laid out, their focus and so forth. For example, some journals like lots of charts, some like only one or two and others don't like any; some journals publish a variety of articles on different main topics but want to also see a short piece in the article on the economic or public health implications of that topic while others don't have that requirement and so on. Also be sure to read any information they provide for potential authors as that info often dictates the desired format of the article. By matching the format of accepted articles, and carefully reviewing the notes for potential authors, you will increase your chances of being published especially if your article's findings are unique and offers new insights into the topic.

Pay careful attention to your abstract - if its poorly done the peer reviewers and/or the editor may simply not bother reading the rest of your article. As a peer reviewer I have found that a well written, concise abstract that highlights the most interesting findings of the study is often a good indication of the quality of the rest of the article. As a reader, I want to know given my somewhat limited time why I should read the article, the abstract tells me if there's something new and/or important about the topic that makes it worth my time to read the whole article.

Personally, I wouldn't aim for a top tier journal your first time writing a paper as the competition to publish in them is pretty rough; and you are still learning how to write and put together an article. When you submit your article if its rejected, don't take it personally - ask for comments and suggestions if they don't give you any. You may find that your paper was rejected because it doesn't 'fit' that journal's focus AND any comments the reviewers provide can often help you improve your article so you can successfully submit it to another journal.

For your first scientific paper, it is necessary to choice the journal according your work topic. Introduce keys words of your proposal in google scholar and get the check list of serial journals. According the aim of the journal you could choice and download journal guidelines of authors. To finish you must identify potentiels reviewers.
