I am looking for a suggestion on which strain to use in the given conditions. Most researches use higher salinity levels, and I may adapt to that, but since the waste water from the fishery is readily available it would be ideal for if I could use it. Are there any suggestions on which strain would be best in this salinity? I guess the other parameters such as temperature and aeration would be adjustable...

Nannochloropsis can survive up to 15 ppt but slow down. If you want to use this water, after sterilizing the water in a variety of ways, you can follow the Nannochloropsis reproduction. For example, ozone, UV, mechanical filtration (such as sand filter).
I hope I understand the problem correctly. :)
Note: The ozonated water should rest and blow off the bromine. Otherwise it dies alive.
I would suggest picking up multiple species and simply try growing them. You might even evolve your own strain...
