I am following mixed-method research. In the quantitative part, The independent variables and moderate are both positively correlated with the independent variable. this is well-justified by the qualitative aspects as well.
Unfortunately, I get a negative moderating effect when I test the interaction in SPSS. How do I explain the scenario or fix the problem?

correlations never matter. So ignore them. To inspect the characteristics of the interactions, do a plot (you will find excel templates on http://www.jeremydawson.co.uk/slopes.htm).
To frame the results a "problem" is a bit strange. If you did not conduct any errors, the result is the result.

There is nothing wrong with finding a negative interaction effect when you have two positive direct effect, because the interaction effect is about what happens when you consider the joint rather than separate effects of the two predictor variables.
My first question would be whether the two variables in your interaction effect are both continuous. If so, this is a more difficult kind of interaction effect to interpret, so and I would recommend that you start with a Google search for:

Alternatively, if your moderator is a dichotomous variable, then the procedure is simpler and we can walk you through that here.
I’m not sure i understand why you need to fix a negative moderating effect?? You have to explain the meaning then and how it compares to the literature. If your analysis is correct, then the results are correct.
