Get connection of Directory of Open Access Journals (DOAJ) in your University library. It cost a very less amount of money.
There you will get access of a huge number of PDF free of cost.

ASCE produces some of the top journals in the world and charges $35 per paper! There are others as Maria Bettencourt Pires suggested that you can access for free. The problem is that open access means in some cases the journals are subsided and in other cases the author has to pay to get the work published. This means the quality may not always meet expectations.
you can only access the articles that are open access. Any other way besides subscription and open access is illegal and I wouldn't recommend those ways

Free stuff might not meet specific needs. If you can access to your university's e-journals, that will be good. Some free research papers can be obtained from the following manners:
Journals with open access, some need to register first with your user profile.
If you are available as reviewer in top journals, then the journals will provide scoupus access for referring the published papers.
