I strongly dislike the term slavery in any context but I will share my insights in an effort to expand the textile sustainable supply chain body of knowledge.
I have studied the textile and consumer product companies since 2012 and discovered that low wages started in the 1700's in the Europe. Land, water and air quality were not textile industry considerations.
Over time populations grew and the textile industry kept pace through semi-automation in the 1800's throughout Europe and America. Low wages and environmental issues were consistent themes.
During the early and mid 1900's the population growth, low wages and environmental issues in mature markets.
In the late 1900's mature markets outsourced textile production to developing markets.
Again population growth, low wages, and environmental themes continue but in the 1960-1990's fashion demand exploded! Several reasons included mature market culture shift, economy growth, marketing and others.
Later in the 1990 - early 2000's textile outsourcing became a developing market trend. Population growth, low wages, and environmental issues were shifted from mature to development markets.
Thanks to data and industry 4.0 tools today's textile supply chains can address some labor and environmental concerns. The challenge is the will to seek knowledge and take action.
According to surveys approximately 9-10% of mature fashion consumers now care about the textile supply chain. In this case, it has taken > 300 years to understand textile consumer behaviors but the door is open.

Depending blindly on the retailer or buyer in terms of design, price , technology can be term as Modern Slavery in Supply chain of Garments/Textile Industry . Lack of innovation in the downstream of supply chain is also responsible in this issue.
