Dr. Krishnan Umachandran & Professor Ljubomir Jacić have given excellent answers. The trouble is when the administration in a certain university "ordains" to place MIS in IT faculty, then the mentalities in some places will accept the decree without any expression of opinion. When MIS goes to IT, then the B.A will not be allowed to share in courses or decisions. When the IT is in campus "B" and the B.A is in campus "A" in the same university , you will observe 2 different worlds unrelated to each other which is sadly against the norms of good high education.
Good morning dear sir Dr. Mahfuz, some believe as you do, while others prefer to be located within IT; and another opinion says MIS is best located in IS school. Indeed, your opinion is important for me and for more details if possible. Yours,
Management Information System (MIS) should be located in all departments! Every type of school must possess MIS! Operability, timeliness, effectiveness of such an information system is only guaranteed if all changes are entered into a MIS at the place of the business event, so at any place where business change appears in college!

Thanks to Prof. Ra'ed (Moh'd Taisir) Masa'deh for it’s really an interesting question. I am strongly agreed with the answers of Dr. Krishnan Umachandran & Prof. Ljubomir Jacić .
There must be a separate department for Systems Studies. MIS can be a separate division in that. In fact Systems Study and MIS are required not only in Management and Computers, they are equally important in Arts, Science, Medicine, Engineering, Politics and even Space Science. Industrial Dynamics, Cybernetics, Software Engineering Processes, Studying Political and Economic Systems through micro and macro aspects can bring rich dividends to the society. All can benefit if Systems Study is made a common reservoir.
Universities need Full Enterprise Business Intelligence and Analytics! Integral solutions are the key solutions, not partial! Of course, modularity is supposed (flexibility)! "Higher education leaders, administrators and researchers continue to grapple with transformational issues in education—driving down costs; global competition for students, faculty, and researchers; gaining insight for more informed decision making and strategic planning; keeping pace with the speed of technology advancements, linking education and research programs to outcomes; and meeting growing demands for accountability and regulatory compliance."
In India, during late 80 and very early 90's there used to be IT department in Industries to take care of the Hardware problem and boot able floppies ( Word star & Lotus 123 period), during then MIS was unheard of.... After mid 90's the data consolidation and decision making moved to become automatic and free from manual/ editing errors of the data compilers or stenographers, this period marked the advent of MIS as a separate department in Industries.Which finally took to prominence with ERP implementations for better coordination.
I have narrated my experience in Indian Industries, in which I was part of the evolution and technology transition. By 1988 when i had completed my engineering, i knew only FORTRAN 4 programming, which was part of the curriculum. Industry gave the opportunity to feel the computer and that too through CAD department. During those days, i felt Computer was an upgrade of electronic typewriter with a a storage device.
Many universities need Knowledge Management and Systems Development departments. The amount of knowledge created and its true value are not having proper parameters. Systems Study and MIS need larger and focussed emphasis.
In our university, Management Information System is located in the Faculty of Economics and Administrative Sciences. I believe, this is the followed by most universities.
We had two departments/areas on campus doing approximately the same thing. One was in Computer Science (Computer Information Systems) and the other was in Business Management (MIS). Recently our university decided to discontinue the CIS program in computer science to free more resources for teaching and research in more technical topics in computer science. The business school has retained the MIS program and has moved it toward more of a Data Analytics and Applied Business Computing Approach (e.g. ERP, Data Mining, Network Analysis, Decision Support, Mobile/Visual Application Development and so forth....
