Small industries are lack of adequate capital to manage the effluent and wastage came from the industry. Govt rules are not stringent in this regard, in most of the countries. Small industries are unable to hire the chemist, to do the job of managing the waste.

I agree that small industries produce more pollutants when compared with larger one in terms of input and output. However, in many countries for the betterment of economy of poor people such policy have been developed. The past experience suggest that the enthusiasm for small-scale enterprises needs to be tempered by awareness of the potential environmental costs imposed by this sector.
