So, from the ground plane of metamaterial to the patch of antenna; the total thickness is 22 mm. is it too thick for wearable applications? I am trying to get as much bandwidth as I can get with metamaterial at the back of antenna. Please advice.

yes it is too thick, and on top of that to hold the FSS above patch you need supporting material in between.

It is better to use metasurface instead of metamaterial for such type of applications where a compromise between size and bandwidth is required..

No, as far as thickness is concerned metasurface and metamaterial are different. In case of a metasurface negative permeability and permittivity need not to be considered.
