I would definitely go for a combination of the two as "creativity" (the idea) is a 21st Century skill and the foundation for innovation (realizing the idea).
See, I understand accumulated knowlege as the "what" is taught. Criativity and action-based learning are the "how" we teach. For example, some of my "old" teachers used their criativity to make us learn concepts. I think you can go deeper reading specially Vygotsky's work. In the book my fellow researchers and I published (I made a copy and posted here at Research Gate) I bring some of these concepts into discussion and practice. If you want, we can discuss this issue further on.
I agree with you and I have tried to find solutions to this problem by working with Simulation & Gaming. I've developed a game tournament to be applied in secondary schools in Brazil, whose objective is to promote the principles of management based on the Brazilian Business Excellece Model. In the game, students play the main roles and I'm a supporting participant. The process of experiential learning flows intensively and in a very natural way. The results have been very promising.
I also agree that the discussion may be located within the teacher's methodology. The use of technology can be an important support in this process. In my research, for example, I've been investigating the contributions of TinkerPlots software.

When I was the McMillan Professor of Analytical Psychology at Texas A&M University (1986-2011), humor in the class room was vital to learning. This was also true on my research team. Now there is a McMillan Scholar at the Houston Jung Institute in Houston,Texas (affiliated with Saybrook University)

ThanksGod that at least somewhere the action-based learning and creativity is yet incorporated approach in education as mentioned, becouse I still have the difficulties each year to start with students less pasive discussion or the simple active principle where they are more engaged.Where's written lectoring they still expect that they will be sitting, sliping..but the bright side of this is, that they just need some time to recognize the unfamilliar way which somehow brings the joy..it seems quickly as they just waited for it..their response is amaising and ute quick and they admit that it's just new for them but that they fully enjoy..so hard work with breaking their comfort zone but beauthifull relationship grows up and getting colleagues. One new form of love and honesty I get in life, I'm thankfull to drama/music having aside..hug guys, Alenka
