I am trying to create a FIS fuzzy logic file on Matlab. I am referring myself to a pdf which has the rules and triangle form of the membership. The display range of the function is from - 0.2 to 0.2. The function only displays on the positive side but it is invisible on the negative side of the graph . How can I make it visible?

Creating a FIS in MATLAB Fuzzy Logic Toolbox should be relatively easy. But I'm unsure if I understand your problem correctly. Please provide sufficient info. If your problem is related to the graphic, then put up a sketch or something so that people can immediately understand.
1. Take a screenshot of display of the MF(s).
2. Sketch the desired MF(s).

i have attached the pdf that i am using. you can find inside the membership functions that i am trying to reproduce as well as the simulink model.I have connected the PV with DC-DC converter but the simulation is taking time and giving me errors.
In order to create FIS fuzzy logic file: use the word fuzzy in the command window to run the fuzzy logic designer box then select the input membership function and specify the its range between [-0.2 0.2] then it will show the plots automatically. After finishing your design, you save the file then you call it from MALAB Simulink

I did all of that. But on the graph can not see the function on the negative side. So it's impossible for me to see how it looks on that side. How can I fix it?

Just know I have tried that, it is working fine.However, if MATLAB is installed correctly, the command should work properly.

Please take note that setting the display range [–0.2, 0.2] has nothing to do with the desired range of the triangular MF.
