Hydroxyl radical are very short lived so you cannot measure a residual concentration of them. The method Yuri links to is for measuring how many radicals there have been produced during a treatment.
Hydrogen peroxide can be measured with either titration or colorimetrically. For laboratory experiments I prefer the color reaction with titanium oxalate as it is quite cheap, simple and effective in the low mg/L range. In water treatment hydroxy radicals are very short lived so you will not have a residual.
It is possible to measure products of their reaction and if this is done with a calibrated method you can use it to know how many hydroxy radicals there have been during the treatment. The method Yuri refer to does this.
