Smart Home Systems is a hot topic for research nowadays and many smart home gadgets are already available which have a wide range of smart features. However, the gadgets available in market (for instance Amazon's Alexa based devices) are too much expensive for people living in 3rd world countries.
Is it possible to build a smart home system for people with limited budgets so that they can enjoy some basic features of home automation?
Yes you may give a try using R pi. This has a good market potential if you can make an economically viable solution.
I think that low cost smart home systems are possible and one can try for it.
I think a smart home is a house or other form of mainly one-family private buildings which is either home to the family, serves as vacation home or is rented to other families for living or holiday purposes, consisting of automated, digitized and connected home assets, electrical services, controls and appliances across several building and home components and functions. These run within a communications network and enable an enhanced monitoring, comfort, energy conservation, maintenance, home activities and security of its occupants whereby the residents/owners have access to the resulting services and controls via special displays and controllers, which can take many forms such as built-in wall displays, proprietary devices, remote controls, various IT devices such as a computer, tablet or smartphone and/or multiple devices at the same time.

I would recommend the system solution shown in my picture.
To control and monitor devices in a Smart Home System (SHS) with Smartphones via the Internet, this SHS can be connected to the Internet via a special Internet Access Router (IAR). This IAR acts i.a. also as Coordinator for the Wireless Sensor Network and additionally provides the function of an HTTP-to-CoAP proxy. This proxy realizes the Mapping between the protocols HTTP and CoAP.
A Smart Home Monitoring System (SHMS) with an HTTP proxy can also be installed on the Internet. The HTTP proxy in the SHMS can realize a kind of Web Switching. It serves as an intermediary for HTTP requests coming from the Internet and addressed to HTTP Servers in Smart Home Systems.

Recently microcontroller based smart home systems are becoming popular due to low cost solution to basic smart home features. However, microcontroller based systems have some major disadvantages for which its widespread use has been halted.

The home smart system is composed of a hard ware and software. The hardware is built around a computer core while all other devices in the system are peripheral to this computer. I think the expensive parts in the system are the power switching devices which are sought for controlling the appliances. The second expensive part is the sensors to sense the status of the appliances. The third and and last part of the system is the software which i think is the most expensive part of the system. It is noticed that the software is much expensive than the hard ware. So, if you want to educe the cost to be affordable for the low income house hold you must reduce the expensive parts cost of the system.

I am certain that it is possible to build a smart home system for people with limited budgets. New inventions are usually expensive, so that they are limited for just a few members of the society. However, eventually people improve those inventions. One of the advanced improvements is that they are easier and cheaper to produce. In short, they will be mass produced sooner or later. Thus, in the end, they will be affordable for everyone. Nevertheless, it might need some time to reach this stage.
Advanced, new technologies are usually emerging in developing countries. Developing countries export highly processed and technologically advanced products because it is an important factor in economic development. However, highly processed and technologically advanced products in countries with significantly lower citizens' incomes are relatively expensive. An example is the above-mentioned technological products, such as Smart Home Systems. In order for the cents of this type of technological products to fall in less developed countries, the production of this type of products should be developed in these countries, which will replace their imports.
