As stated in the description, this is a thesis and not an article.
The website for the thesis database at Indian Institute of Science is: http://etd.iisc.ac.in (but as I'm writing it seems to be offline). I've looked for other files in their database before, and if I remember correctly, they only had PDF files for thesis from 2000's.
If I were in your shoes, my approach would be to call their library and check if they have the file digitized, or if they can provide a copy through mail. You could also try to contact the author directly and ask for a copy, but his contact could prove to be much harder to find. In both scenarios I suggest being clear with your research topic and why the thesis is relevant to your work.
P.S.: I can't verify if it's the same Sreepada Rao, but there's two articles associated with that name titled:
"Rectangular Hyperbola Fitting Method for One Dimensional Consolidation"
