To overcome this error, you must align the two objects in (X, Y) axes as shown in Figure 1. Figure 1 also shows the difference between the selected two points in (X, Y) axes are zeros. After that, you can select the two objects faces and make a loft bending for them as shown in Figure 2.

Dr. Ahmed Sayed, I thank you for simulating and uploading your images. However, I am faced with that error again by using the same coordinate for (X, Y) as you can see the uploaded image.

John Jin Lofting two faces of two rods is a typical example in CST. My question is: Are you able to loft two circular faces of two perpendicular rods (as shown in the figure)? If you can, then lofting your structure would not be a problem. Just do the following:
Please look at the attached picture. You should do it for interior and exterior cylinders, separately, and then, subtract them. It won't show the error if you do it as I said.
I think it has nothing to do with your CST version as I could see
1-you selected a face containing two circles and that's why you get the error saying that the face has more than one loop.
2- you are better to create a horizontal and vertical distance between the prependicular faces in order to prevent it from making single section lofts without sufficient curves.
