We have used the tools described in https://informatics.bmj.com/content/26/1/e000018 for mHealth evaluation with a lot of success.
Are you interested in evaluating health information systems, or only the technology in isolation?
For the former, i would recommend the HMN Framework as a start

I am interested in the criteria to evaluate the effectiveness of eHealth interventions in Public Health. From a recent review of research in the field, I learned that there is no consensus on what aspects can be considered to evaluate the results; some people point out the effects on the living conditions of the beneficiaries of the interventions, others prefer the cost-benefit and cost-utility aspects, others the sustainability over time. I would like to know opinions about it.
