It's a good question as there seem to be

a) either papers of really general interest - and with more superficial comparison between FB & Twitter (like Tagtmeier 2010) - you can read it for free: http://www.infotoday.com/cilmag/sep10/tagtmeier.shtml

b) proper research aiming to solve some particular research question and stemming from some particular set of theories. Like Phua et al (2017) deal with uses and gratifications of SNSs (including FB and Twitter) - see for an article in Computers in Human Behavior. So in a way it depends on what your most particular purpose is.

And I'd also look for some papers about using FB vs Twitter in similar domains (museums, non-profit, NGOs, civic participation etc).

As Krista said, your question is a pretty narrow topic, but social media use by all non-profit organizations may be relevant.

I would caution you that for a library, the question should not be Facebook or Twitter.  Using both will be beneficial, but with different content for the different age groups of library patrons.  These dynamics are always changing, but today, Twitter seems to work better for younger people and Facebook for older people.  

So do NOT send the same content to both.  Tailor the content to the audience.

Thank you very much for response and valuable comments, I am little bit disagree with you as you comment "petty narrow topic" there are so many social media tools are used by the librarian and library users i.e (Facebook, twitter, Youtube, linkdin, pinterest etc.) A large number of students, faculty and Librarian used Facebook and twitter in Pakistan. I eleborate my question further I want this is in the context of university students and librarian. As you also mentioned twitter is famous among the older people so why not BS & MS students feel hesitates to use twitter. 

But twitter is not popular as Facebook as I mentioned that I plan to conduct study  1) facebook and twitter comparison in the context of library users 2) which type of services We can start any library twitter account.
