It is not legal to submit a dissertation og a thesis to a Norwegian university written by someone else. You are permitted to get help, also paid help, for proofreading and copy-editing as far as I understand. Ethically this does not seem problematic at first glance.

We do this job. We help mostly those have extreme-hours work and still need to cope with their university responsibility as postgraduate student. we also do for business people who looking for academic professional writing service. We help pupils/students/postgraduate/ community who in need of English academic and writing educational service. Helping community and empowering them is legal is it?
I agree with Kjartan Skogly Kversøy "Ethically this does not seem problematic at first glance." But when significant intellectual content has been added by these freelance writers, it seems that they would also qualify as authors.
Proofreading/grammar editing is allowed in the Philippines. In fact, some schools require certification from a grammar expert prior to approval of the thesis.
