If I create latex beamer slides say is their anyway I can make the slides presented be read line by line by itself based on what is typed even the mathematical steps just like regular way we speak when we do a presentation.

That is one of the advantages of PowerPoint presentation. In case your presentation is urgent, I would suggest you consider Animations package embedded in PowerPoint. You can use Animation Pane for the task.
Mathematical expressions are a totally different matter from ordinary text. The reader would need to parse the expression and then interpret the tokens into a speech that makes sense to the audience. For instance, the simple f(x), could be reported by a text reader as "eff left soft bracket ex right soft bracket" where in reality it should be reported as "eff of ex". Do you see the problem? Your question is very interesting as it raises the possibility of a good computer science project where some amount of A.I. is embedded. It is true that MS Powerpoint does have quick and easy advantages for ordinary text, but even there there are challenges if run in Linux, where Beamer natively sits.
