I believe that there is just a thin line between framing and agenda setting. In fact, studies have stated that framing is second-level agenda setting. While Agenda setting focuses on efforts by the media to determine issues (agenda) to be discussed in the public sphere, framing goes a step further by not only determining what an audience should think about these issues but how to think about the issues. These framings then influence the choices that people make about the issues presented. The media gives relevance to certain issues by continuously pushing (setting) the issue(s) as agenda to the audience. In essence, agenda setting answer the "what to think" while framing answers "how to think" about issues. I hope this helps.

Well, Daniel Nwogwugwu already said almost all. I can add that both agenda setting and framing are about selection and emphasis of information, the former about the issue, the latter about the content of the issue. You could refer to the work of of McCombs and Shaw (the creator of agenda setting theory) for an interpretation of the framing as second level agenda setting. Then the study on "framing" has been evolved in a independent way, without referring to agenda setting theory. Tou could refer to the work of Entman for a deep theoretical framework on framing (but also for empirical research).

The father of Agenda-Setting Research McCombs (2004) said, that Framing is part of Agenda-Setting.

But Tankard (1991) said, that framing is: "central organizing idea for news content that supplies a context and suggests what the issue is through the use of selection, emphasis, exclusion and elaboration” (Tankard et al., 1991, p. 3).

Which means framing can also examin the "excluded" content, which Agenda-Setting does not. Agenda-Setting focuses on the "manifest content of news stories" (McCombs & Valenzuela 2007).

The fact, that the term "framing" does not have a clear definition makes it hard to differentiate between the two concepts.
