You don't elaborate what are these subcontractors for, and that is important. It is not de same to make the analysys for say building a high rise valued in 4 millon Euros than selecting subcontractors for an electric hydro dam project worths in excess 700 millon Euros
In any case I believe that nine criteria are not enough to evaluate subcontractors. There are many aspects that are not considered here and that are mportant
As an example, I use the following 18 criteria for selecting civil works main contractors and possibly the decision matrix is still incomplete; all depends on the type of projects
1. Maximize: Referrals from the construction industry
2. Maximize: Years in business
3. Maximize: Number of engineers
4. Maximize: Other technical specialties (Geologists, Architects, Hydro geologists, etc)
5. Maximize: Expertise on this type of project expressed as a number of projects executed
6. Maximize: Percentage of own equipment to be used in this project
7. Maximize: Number of projects finished in the last 15 years
8. Maximize: Amount in project value in hundreds of millions of Euros in the last 15 years
9. Maximize: Amount of working capital for this project in millions of Euros
10. Maximize: Number of own workers that will be in this project
11. Maximize: Square meters built in the last 3 years
12. Minimize: Average age of equipment to be utilized
13. Maximize: Number of projects delayed more than 10 % of initial schedule in the last 15 years
14. Minimize: Number of times taken to Court in the last 15 years
15. Maximize: Number of lawsuits won
16. Maximize: Liability insurance in millions of Euros
17. Minimize : Number of fatal labor accidents
18. Maximize: Quality (written statements from prior projects owners)
Regarding your request, I am afraid that I don't understand it.
However, f you are requesting from me to make the pair-wise comparison between the criteria that I used, I am afraid that I can't do that. Simply, I don't work with AHP or ANP. I use other methods that don't need such arbitrary comparisons.
Even, if a do it, it would be useless because I don't know your problem, and even if a know it my comparison could differ from your own comparison, and this is one of my arguments against AHP and ANP.
