(My mayor is Engineering: Electrical and Electronics). I know that it is acceptable to publish in a journal a paper that has being presented in a conference, as long as it has been improved, but what about a paper that went directly to a journal? Does it have a chance to get presented in a conference?

As you mentioned you can publish a paper on a conference that include a preliminary results later you can publish the same paper that include the extended results and more details on a journal and you should state on the first page of the journal paper (Part of this paper has been published on the conference details........) for copyright protection. I Think that the reverse is not true because the journal paper includes the overall details.
