In my understanding, researchers are evaluated mainly by the number of papers they published in a certain period of time, the requirement is usually getting a paper each year (at least in average), I was wondering how is it in different countries and institutions, please share your experience, how many papers you need to get a permanent position? How many to become a professor? are there any other requirements?
All state universities and colleges in the Philippines use the same evaluation instrument for the promotion of faculty members as per the Philippine Government's National Budget Circular No. 461 (NBC 461), which is available in the internet in case you are interested to see the details. The said common evaluation tool uses a point system, where the rank of Professor I requires a minimum number of points of 159 (the highest possible number of points in the system is 200). Points can be garnered from Educational Qualifications (maximum point - 85), Experience and Professional Services (maximum point - 25) and Professional Development, Achievement and Honors (maximum point - 90), where publications, innovations, creative works and patented inventions are included with a maximum point of only 30.
I feel this is more determined by discipline than institution or country. And here traditions in two relatively close fields can already be vastly different. That said, there currently is a strong push away from pure quantitative measures (number of papers, number of citations, h-index, impact factors of journals published in, funding received), towards 'having impact'. Impact might be shown through citations and h-index, but also includes why you are cited, standing in the field show through invited talks and board memberships, to wider societal outreach, such as companies founded etc.
Another perspective would be that there is no way to claim a permanent position or a professorship based on having sufficient publications, but it is more the other way around: you could be denied a position or professorship for not having sufficient publications or citations (at least that would be the argument used).
