The role of AI in a crisis is to (1) determine the magnitude and extent of the crisis, and (2) to clearly communicate the circumstance to a wide (but connected) audience, and (3) to assess and then recommend a careful effective response in the immediate area to be (4) followed by engagement with sources of necessary assistance. and (5) consider using the methods of "Resource Constrained Project Scheduling" to obtain the most important resources.
