My guess is that the language “information-exchange-complex” {lexis + grammar + phonological issues + everything else} exists in its integrity in order to serve for communication and thinking. Its task is in this sense clear. But its "time-complexity-meaning" performance is somehow predetermined by human cognitive resources and namely by the limited capacity of the short-term (working) memory.
I have tried to find some evidences in a Russian database which stores about 400 features for about 360 languages, including dead languages. Hard thing to be found…
