Retrieving the promoter sequence of a rice gene from chromosomal data is quite difficult and usually the computer just hangs down. So if there is any website from which it can be easily retrieved?
I will assume you are just looking to extract a certain number of nucleotides upstream of the gene.
Genomes for plants can be found here:

Search for your gene, choose the species (or vice versa).
Once you have chosen your gene from the search results by click on the 'Gene ID' you will be taken to the gene page where you can choose 'Export Data' from the lower left corner.
Set the "5' flanking sequence (upstream)" to whatever X number of nucleotides you would like to extract as your promoter region, and deselect all of the boxes below.
From your output you can then just take the first X nucleotides for your analysis.
