Does anyone know how journals are given impact factors?

I know that this depends on the number of articles published there and the number of citations. But, can I do the calculation myself to a certain journal? 

I also know that a journals is said to be an ISI journal if it has an impact factor. 

The problem is that I do not know whether a journal is expected to become an ISI one or to be dropped from the indexing next year. 

Is there any approach or service that can help me doing such expectations?
