I have a PhD student who is currently analyzing Demeter satellite data in order to assess their usefulness in earthquake and other natural disaster precursory studies. We are having problems accessing TEC data in the earthquake stricken areas. Please, we need to know if there is any TEC data depository or data bank from where we can download such data. Thanks

Short answer is no. And TEC is hard to get into shape. However, Data are available at: http://www.ngs.noaa.gov/ UFCORS/
The most appropriate is the GIM MAPS which you can take in the IONEX format at
ftp://cddis.nasa.gov/gps/products/ionex/
How about the GEONET TEC database from Japan? http://stegps.kugi.kyoto-u.ac.jp/
The IONEX data is also available at http://aiuws.unibe.ch/ionosphere/
Rather than using GIMs, which probably won't have the resolution that you're interested in (both spatially and temporally), you should consider accessing the GPS RINEX data directly, which can be processed into direct TEC measurements. There are a plethora of codes out there in virtually every coding language for processing TEC from RINEX files.
Neil Rogers' suggestion of the GEONET data is also a good one, especially as a starting point, as that data is highly scrutinized and already processed without doing unnecessary interpolation like GIMs.

One of the possibilities to analyze the ionospheric response to earthquakes is based on TEC variations calculated from dual-frequency phase measurements made by GPS receivers located near epicenters. As commented above, it is not always possible to find GPS stations co-located in the area to be analyzed. Therefore, sites where to get data become relevant. Consider data from GPS stations of the International GPS Service (IGS) (http://sopac.ucsd.edu). In addition, data provided by the Institute of Applied Astronomy, RAS, (http://www.ipa.nw.ru) and the Institute of Physical Material Science, SB RAS, (http://ipms.bscnet.ru). Also, the Crustal Movement Observation Network of China (http://www.gfy.ku.dk/~iag/prchina03/CRUSTAL%20MOVEMENT%20OBSERVATION.htm). And, as mentioned before, the Japanese GPS network GEONET.
