We intend to work on the relationship between global solar radiation-PAR radiation on hourly/ daily basis. Unfortunately, we do not have access to a reliable source of the said data. I appreciate if you can advise me in this regard.

The ratio PAR/GHI may vary on a regional basis. If you want to establish it for Iran it would be best to obtain data for similar atmospheric conditions, particularly aerosols and water vapor.
I think the large network being developed by K.A. CARE in Saudi Arabia will include what you need. Let me now if you need a contact there.
If anyway you are interested in data from a site with completely different conditions, you can use the NREL site in Colorado: http://www.nrel.gov/midc/srrl_bms/
Click on "Daily plots and raw data files".
And of course there are now global retrievals of both PAR and GHI from satellite sensors.
