I am looking for a book or an article for reference of the deviatoric stress components for uniaxial loading as defined in the link. For e.g., σ'11 = 2/3 σ11. Similarly, the plastic strain rate tensor's components are defined, for e.g., ϵp22 = -1/2 ϵ. So, therefore, I need some reference for these formulae.

what you need are some basics of tensor algebra and plasticity. My recommendation would be
W. F. Chen, D. J. Han: Plasticity for Structural Engineers, Springer-Verlag New York, 1988
because this reference uses almost the same notation as your LS-DYNA reference.
