The best point to start is perhaps the visualization of the response surface. Then you may be able to see whether the relation is linear, polynomial, exponential, oscillating, or still another. This is applicable when you have no idea about the underlaying model. If you have one, expressible as an equation, then you have a rich choice of software to fit unknown parameters. But I haven't heard about the software making suggestions as to the first case.
