If a journal is a part of SCI/SCIE of Web of Science core collection, then it will have an impact factor.
Impact factor is a scientometric index calculated by Clarivate's Web of Science. It gives the yearly mean number of citations of articles published in the last two years.
However, journals in other collections of Web of Science like Emerging Sources Citation Index (ESCI) do not have an impact factor.
It is the other way around: only journals indexed in SCIE/SSCI have an impact factor. So, yes when a journal has an impact factor it is (must be) indexed in Clarivate’s SCIE.
