If I understand correctly you wanna pay subjects to answer your survey. Let me know if I misunderstood your question.
The main goal of any survey is to avoid a biased sample. When you offer something in return to increase participation you might have problems in selecting the characteristics of your population properly. You should use some restrictions about those who can take your survey in order to reduce bias (if you know some characteristics in advance). There are several instruments online that you can use to do this (more specific your population, more expensive the survey, of course) but anyhow, even if you don't know the characteristics you should prevent bias, as much as you can, adopting certain practices that could increase a little bit the cost of your research (by selecting or eliminating certain subjects).
Other than the excellent resources suggested by Christopher J Graham, it would be good to study the instructions and templates provided by the grant funding agency. In addition, understanding the funding agency's goals and priority research areas could help guide the way that you "pitch" your proposal.
