For the simple idea about that particular material, if we got this one then we can make such type of solar sensors which will operates 24*7 and no need of sun light for this mechanism.
Any material which has the same property of reflectivity with absorbance.
A polished lead plate can reflect as well as absorb nuclear radiation.

May I suggest you to clarify your project Do you mean that you would like to build a new device permitting to absorb "nuclear radiation" then transforming their energy into electricity, then discarding the solar cells? Which "nuclear radiation" are you interested in ?
You probably know that there are several types of nuclear radiation, the most known being alpha, beta and gamma not ignoring neutrons. For each of them, the physical laws of absorbption or reflection depend on several parameters : their energy of course, their nature and the atomic number of the absorber. Lead is a perfect absorber for gamma rays, hydrogen for neutrons, while alpha and beta rays may be stopped in a few millimeters.
I may be wrong. However, unless I totally misunderstand the idea you have in mind, I am afraid it is unrealistic
