I have one dependent variable (HDI) and 14 independent variables within the time period 1990 to 2016.
when I run the command (xtpmg.............pmg) the answer is *matsize too small*
then I increase to *set matsize 11000* the max size but I didn't see any outcome.
Could you help me with this?

Keep increasing the value of matsize until you no longer get the same error. Note that the value of matsize you choose lasts as long as your Stata session, and if you quit Stata you would need to set it (matsize) again when you restart Stata. Alternatively, you can use the “permanently” option so that the matsize value will be remembered even after you close and restart Stata, as per example below:
set matsize 12000, permanently
It would be ideal to set matsize at a value that the error disappears.

If successive increments of matsize continues to fail working, please check if there are missing values in the dataset. If present, (depending on the pattern - eg. MSAR, MCAR, etc) you would have to consider a suitable approach to address such missing values.
