Basically, in tropics one need a late flowering genetic variety. You may need an autoflower that is day neutral variety that gives a better chance of succeeding. Generally, Kenaf is good for fiber in lower latitudes places.
Hemp prefers a mild climate, humid atmosphere and rainfall of at least 635 to 1000mm per annum. If your area has such type of climate then you can grow hemp.
There are varieties in Australia that flower down to at least 15 degrees latitude. These are from collections in the Northern hemisphere. Two organisations I know of have these as breeding lines. I think also 2 varieties may have been granted PBR.
