Adnan there are lots of journals who dont charge actually most of the good journals dont have page charges, except if you want color in print. Try Remote Sensing for Environment, International Journal for Remote Sensing, IJPRS, Geosciences and Remote Sensing, International Journal for applied earth observation. Just google and you will find an exhaustive list.

Please try European Journal of Remote Sensing. It is an open access one with on publication fees and also indexed in ISI database.
