The OpenStreetMap provide the data from 2014. Is there any option to extract the road network from a raster image or DEM or Google earth image using any remote sensing software either qgis or arcgis

Good question, you can do that using images from Google Earth. The platform provides high spatial resolution images free of charge from 2000 to the recent year. You can also use the procedure I implemented to easily extract roads from high-resolution images see the following paper

But you can easily digitize road in Google Earth
or even you can use drone images with software like drone deploy
or even simply thresholding a raster and extract road line.
