Why pH paper can not gives pH value in very close range like 5.5 and 5.8 or 2.3 and 3.5 etc? While instrument gives all close value.?

pH paper or strip gives discrete values in range of 1 or 2 or 5 or 8 etc. If we need to use pH paper for closely related values segregation can we use pH paper just as pH electrode?
