The pressure gauge basically measure how much more or less pressure fluid is applying on the wall of pipe with respect to the atmospheric pressure. In more simpler words, if atmospheric pressure is considered as reference pressure gauge pressure suggests that how much more or less pressure at particular point in the pipeline is with respect to the reference pressure. The negative gauge pressure is often called as vacuum pressure.

Yes gauge pressure is the pressure of fluid but it excludes the effect of atmospheric pressure or in other words it shows how much higher or lower pressure of fluid is with respect to atmospheric pressure.
