I have a basic structure of an ontology and now I have designed a framework which gives knowledge elements for enrichment of that ontology. What should I call this system?
Ontology learning refers to the process of creating an ontology in an automatic or semi-automatic way. Ontology enrichment on the other hand supposes that you already have an ontology and want to enrich its structure. Thus, I would suggest the latter term over the former.

Dear Saira, I cannot find a definition of ontology enrichment and I feel that this term is ambiguous. It could either mean to extend the ABOX or to extend the TBOX. Ontology population only extends the ABOX. Ontology learning may extend both ABOX and TBOX. Probably what you mean with ontology enrichment is ontology learning and you could use this more established term to describe what your system does?

Ontology enrichment is little bit confusing till now in terms of difference from Ontology Learning. While in vocabulary meaning the learning can be some thing new (formalization of a concept through ontology). While enrichment in verbal meaning refers to improvements, extensions, advancement. These terms came up from different implementation areas Ontology Leaning from Semantic Web Computer Science ppl while Ontology Enrichment is from bio-mendical sciences
As my understanding enrichment can be part of Ontology learning but still it is not sure that it can work on discovering new root concept of any knowledge tree.Still it can be studied through the process analysis of both terms.

technically speaking ontology learning (by machine or human) is the process of creating/adding//distilling of concepts, properties and rules to an ontology. While the ontology enrichment is the process of refining (=updating) an existing ontology by modifying existing knowledge elements.
Therefore ontology enrichment follows the process of ontology learning.

after reading above all answers i think ontology learning is more suitable term which covers broader scope as compared to ontology enrichment.
