I'm not sure what exactly you are looking for: a database of all interactions or a database of all annotations. If it is the latter, DAVID (https://david.ncifcrf.org) pulls together a wide variety of databases of annotations and has the ability to do an enrichment analysis across ontologies (e.g. Pulling from KEGG, Reactome, GO, PIR, etc. at the same time) and clustering the resulting enrichments. If you are after protein-protein and/or genetic interactions, STRING (above) and BioGRID (https://thebiogrid.org) are good placed to look as well.
