No, its not compulsory, its totally optional. It can obviously be changed from question to question. Even in some exams, where the questionnaire have 2 parts, out of which 1 part has 4 options and other part has 5 options. It all matters on who sets the question. In research, its very difficult to bind the solution in some number of options.
