Are there other strains that might support both the arabinose and IPTG induction systems?
An araBAD vector should work fine in those strains. You need AraC protein for expression of the pBAD promoter, which can be expressed from either a gene on the plasmid or from the genome. Both of these strains should have the wt Ara operon so should be ok.
Many strains will support IPTG induction as well, but I think you are looking for IPTG induction fo T7 polymerase, which is normally found on the DE3 prophage in these strains. This is more specific.

The AraC protein is required. It is a transcriptional activator for the pBAD promoter and without it you will only get minimal basal expression. But most E. coli strains should have it unless the Ara operon was deleted.
