I've used, in my time, MacDraw, Visio, Illustrator, yEd, and Inkscape for such diagrams.

Overall, I'd suggest learning the latter.

It's a free vector application that is the equal (IMO) of Illustrator.

Six minutes in Inkscape gives this - and I'm rusty.
