PDMS on curing is used as a substrate and if the nanomaterial is drop casted over it the nanopowder just peels off after annealing. I want to find a way to encapsulate some active material inside two PDMS layers.
It depends on the type of the nanomaterial that you are going to use. For some cold plasma treatment would do the job: plasma-assisted polymerisation with siloxanes. Check this: Article PECVD polymerised coatings on thermo-sensitive plastic support
Two PDMS layer can be formed easily by spin coating alternating to the active materials which are being used in between those layers, other wise before the curing agent you can add your active material inside the base of siloxane, then after ultrasonic treatment you can add curing agent, solvent can also be used to lessen the viscosity, I suggested you to use Toluene.
NOTE: Don't use curing agent before ultrasonication, becuase after ultrasonication it will cured. so better keep ultrasonication perior to add curing agent.
