No. It can be done only using a PT.

 Electrostatic voltmeter can measure high voltage without PT

Another method,  shere gap  can measure high ac, dc and impulse voltage. ( Two arrangement one is Horizontal and other is vertical)

Sphere Gap techniques or using a Van de Graaf generator may be feasible for measuring high voltages but if you need utmost accuracy in your measurements, using a PT (Potential Transformer) is a must.

Electrostatic voltmeter and High voltage capacitive divider can be used instead potential transformer.

I think that large resistive potentiometers can be helpful and without causing influential loss, then normal voltmeters or even digital sensing devices can be normally used .
