I think it might be a good idea to read one interesting book, it help instructors in college classrooms use the grading process effectively for learning and to explore how it can be used for assessment and improvement in the classroom and in broader contexts, such as the department or the general education program.

A very good question. In the U.S., formative assessments and summative assessments are integrated trying to involve performance based assessments and authentic assessments which are expected to assess students' real problem solving skills and critical thinking ability. I also want to add the dimension of intercultural competence in my assessment using clear and rigorous rubrics.

Such a rubric does not exist yet; at least not yet in a form useful for a classroom teacher. we do not have yet a clear conceptual understanding of the constructs to measure. The American and the Australian frameworks for 21 CS are somewhat different. Several research groups, including OECD are trying to develop measurement instruments for these skills, but none, to my knowledge, have developed a reliable measurement. We can use observational rubrics, which are a plenty, but their validity and reliability are limited. Or wait for performance instruments, which may be years away.

Yes there is. New Pedagogies for Deep Learning (NPDL) has a unified framework that assesses students on the 6 C's: creativity, critical thinking, communication, collaboration, citizenship and character. Its rubric allows for judgements on each of these 21st century capabilities based on whether students are emerging, developing, proficient or advanced (rather than an A-E scale). The rubric itself may be hidden behind NPDL's paid website but I suspect it is exactly what you are looking for.

Look up A Level syllabuses for CIE Thinking Skills (9694) and CIE Global Perspectives (9239).  Both subjects focus strongly on critical thinking, how to break down argument and reconstruct argument and on problem solving in a variety of ways.
