Is there a relatively simple mechanism to find out - the submerged or sunken oils (such as diluted bitumen or heavy bunker oils) - resulting from oil spill disaster - where, the detection by aerial observation fails - and - without damaging the environment?

In case of sunken oils, whether - booming, skimming or in-situ burning become hopeless?

On the other hand, using techniques such as dredging, pumping/vacuuming, trawling and netting, manual/mechanical removal, agitation/refloating - can damage the environment?

OR, Should we go ahead with the use of sonar, underwater cameras, remotely operated vehicles (ROVs) and/or bottom sampling?
