My paper was accepted by one reviewer after first review. The other reviewer provided positive comments but asked brand new technical questions. I responded but never got a feedback on my second re-submission. Instead, my paper was rejected for invalid and wrong reasons. Following the journal guidelines, I applied for a Review of the decision by giving them a full list of reasons why their decision was wrong. Instead of addressing my objections, the journal is trying to convince me to resubmit by improving the manuscript. But there is really nothing been specifically suggested to be improved. In other words, the journal is endorsing the old decision without providing any explanation to those questions which I raised in my Review Appeal. If it was a low lying journal, I would ignore it, but I am dealing with a reputed journal.

I no longer care to publish my paper in that journal but don't like to be shut-up either. I want to take this matter further. Is there a regulatory body or some other entity where I can take my grievance to?
